A process issuing a poll/nanosleep with 0.01 second timer value waits weeks

One such symptom affecting Oracle Database explained below, but this can present similarly for other applications as well.
'shutdown immediate' hangs and does not complete the shutdown even after a very long time (maybe hours or days).
There is no activity on the database. No transactions.
The problem does not occur with every 'shutdown immediate'.
Checking on the Oracle Solaris Operating System, with 'ps -ef | grep orcl' or similar, we can see that most of the time VKTM is stuck, sometimes VKRM is stuck, and sometimes both VKTM and VKRM are stuck.
The problem does not occur with Solaris 220.127.116.11.0
The problem occurs since Solaris 18.104.22.168
The problem happens only on x86.
