HSM: Sideband Database Creation Fails

Symptoms
Customer running HSM 6.1-04 reports sideband database creation fails.
They installed MySQL 5.7 and configured the database and the config file.
They ran the 'samdb create <family_set fsname>' command and after that tried to load the file created by samfsdump, which failed complaining it could not open the file. This is most likely because samdb is a 32 bit executable and the output from samfsdump is too large in size.
They then recreated the db and tried using the 'i' load option as shown below:
