Logging Into 5.6 Takes Much Longer (45 Seconds) Than It Does On 5.4 (Doc ID 2750221.1)

Symptoms

After a fresh install of SGD 5.6 logging in with the installed client results in 45 seconds of the loading screen before a prompt comes up asking if you want to run the SGD client. This is a Windows client.  SGD functionality going forward from this point appears normal.

The HTML5 client logs in immediately.
