Acme Packet: Standby SBC Goes From Becoming-Standby To Out Of Service After Reboots (Doc ID 2763187.1)

Symptoms

The Standby SBC goes Out Of Sevice.  Few attempts to reboot the system trying to recover the state but it comes back up in becoming-standby and then goes Out Of Service.
The health score on both the Active and Standby node are 100, but state is OutOfService.

On Standby node, all synchronization show false.
