OKM - Remote Syslog Server is Not Getting the Test Message

The customer followed the instructions on how to set up remote syslog servers as documented in the OKM Admin guide
But, when he tries to send a test message to one of the remote servers, the message never arrives. Specifically, when checking the TCP connection in netstat, he sees a SYN-RECV connection state from the KMA on the syslog server.
