Emails Sent Via Microsoft Exchange SMTP Server Using Secure TLS Are Not Sent (Doc ID 2769239.1)

Symptoms

In a Session Monitor configuration, SMTP configuration is enabled and pointing to a Microsoft Exchange server. The configuration  is set to use Secure TLS, on port 25, and authentication is enabled. Emails are not being sent though. Reviewing the traffic between the Session Monitor server and the Exchange server shows similar to the following:
