Recovery Appliance Menus are Missing In OEM 13.4 (Doc ID 2779313.1)

Symptoms

There are problems with the OEM discovery of a ZDLRA such that it is not discovered properly and the appropriate ZDLRA menus appear to be missing.

For example, under the TARGETS drop down list, we should see options such as "Exadata" and "Recovery Appliance" if an appliance has been properly discovered.  In this case, after discovering the Recovery Appliance, all that the user could see was "Exadata".
