Symptoms
The following SQL command fails:
SQL> CREATE PLUGGABLE DATABASE <DB NAME> FROM <CLONE NAME> keystore identified by external store snapshot copy

ORA-65169: error encountered while attempting to copy file /<DATAFILE PATH>/<DATAFILE>.dbf
ORA-17517: Database cloning using storage snapshot failed on file /<DATAFILE PATH>/<DATAFILE>.dbf
trace file shows the following errors
