The PCF doesn't send POST "subs-to-notify" towards UDR for the below condition:-

SmPolicyData --> False ---> Subscribe to Notify --> False
Operator Specific Data --> True ---> Subscribe to Notify --> True

This specific customer works on Operator Specific Data; not on SmPolicyData.
