Restarting Rsyslog In The Global Zone Puts It In Maintenance In All Local Zones (Doc ID 2805301.1)

Symptoms

Customer reported,

"When we modify the configuration file /etc/rsyslog.conf in the global zone and we restart or disable/enable the service to load the new conf, the service is affected in the global zone as well as in the local zones. In the local zones the service remains in
"maintenance" and we have to go to each one of them to do a "clear".

The behavior of the package/service configuration in the global zone should not affect the local zones. "
