HSM: Recycler Is Selecting Same Candidates For Both Copies (Doc ID 2810945.1)

Symptoms

In the recycler.log, you can see that the same vsn "SL1206" is listed in both archives sets (sam1.1 and sam1.2). A vsn should NEVER belong to more than 1 archive set at a time.
