MiniCluster - DB VM Group Deployment Failed - Some lower links designated for zones are offline

Symptoms
Customer had completed a factory reset of the system and a new MCMU Deployment. They had several DNS service related issued during the deployment. When it was finally successful the first attempt to create a DB VM group failed with the following error:
where "<host.fqdn>" refers to all of the fully qualified domain name DB VM group zone 'hostnames" that were configured in the DB VM group being deployed.
Changes
During all of the work to complete the DNS setup and get the deployment finished, somehow these networks were left in a "PLUMMED" but "DOWN" state. As MCMU does not do this when it creates VLAN Aggregation it was probably user intervention.
