Incorrect CDR reporting on REFER causing billing issues

Goal
In the customer scenario, the connect time of call was copied from the original
established call, to the after-refer call. Hence the call time was increased.
This is a default behavior in the SBC.
In order to change this behavior we have an options flag "*refer-gen-per-leg-stop-cdr*" which can be set in the configuration,
in the sip-config under options.
After enabling this, the connect-time from original call will not be carried forward to the refer call.
