Connections Are Not Coming UP (Doc ID 2836059.1)

Goal

Connection was not coming up. DSR as the initiator appeared to not be sending TCP SYN. Initially the error seen was the following:

DESCRIPTION: Connection FSM exception.
ERR_INFO:
GN_INFO/INF Call to connect() or sctp_connectx() failed. Connection ID=5115, errno=Cannot assign requested address (99).

 A reboot of the MP was done and the connection was disabled then re-enabled.

At this point the connection still did not come up but the DSR was sending a TCP RST after the CEX exchange.

The dsr trace logs showed the following error
