Goal

This article is to clarify the upgrade sequence for PI-C.21 to PI-D.21.

Consider we have the following to be upgraded:

OC-CNE 1.9.1 -> 1.10.x
cnDBTier 1.9.1 -> 1.10.x
NF (Example PCF 1.14.x) -> 1.15.x
CNCC 1.8.1 -> 1.9.x
ATS 1.14.2 -> 1.15.x

In what order should everything be upgraded?
