[PCA 3.x] Not able to Access Management Nodes nor Spine switches via External Addresses

Symptoms
External IP addresses of management Nodes and spine switches are not accessible, ping lost 100% packets.
But access management nodes and spine switches from internal addresses (100.96.2.xx) work well, this could be checked via bastion server or connect to spine switch serial console (need a field engineer).
