[PCA 3.x] Import Custom Image Fails after ZFS Storage Appliance Takeover or Failback (Doc ID 2861911.1)

Symptoms

In the event of a "Takeover" or "Failback" event of PCA internal ZFS Storage Appliance, custom image import operations may fail. The service interruption can continue temporarily for an indeterminate amount of time after the event on the appliance.
