Engineered Systems Hardware Manager service in maintenance state

The 'svcs -xv svc:/application/management/eshm/osc:default' command shows the following status:

svc:/application/management/eshm/osc:default (Engineered Systems Hardware Manager)
State: maintenance since Sun Mar 27 09:50:35 2022
Reason: Restarting too quickly.
See: /var/svc/log/application-management-eshm-osc:default.log
Impact: This service is not running.

FMA will also report the following defect:

of any logfiles, and a list of other services impacted. Please
