SCP: In Mate SCP Setup, NF_PROFILE_CHANGED Event From NRF Generates Notification Service Error Indicating "servingScopes" Is Null At Local SCP (Doc ID 2870115.1)

Symptoms

 Appears as if NRF is dropping serving scope and scpinfo attributes for R16 SCP Profile causing foreign SCP profile processing to fail on Local SCP.

 In scpc-notification pod logs, observe signature with some of these key attributes:

In the custom values yaml file [e.g. ocscp_values_22.1.0.yaml] the attributes for servingScope, Locality, scpInfo, mateScpInfoList, mateSiteInfo, and related are all correctly set up in both SCP deployments.
