SCP 22.x.x Rel16 Single Site Deployment - Audit And Subscription Microservices Do Not Reach READY State (Doc ID 2874321.1)

Symptoms

After initial deployment of SCP 22.x.y using custom values yaml file (e.g. ocscp_values_22.1.1.yaml) set for single-site [standalone] Release 16 (Rel16) SCP, observed that both audit and subscription pods failed to come up to READY state [kubectl get pods will show each as 0/1 under READY column].

In Audit logs show ERROR indicating "...soothsayer.audit.health.indicator.AuditReadinessHealthIndicator","message":"{logMsg=VirtualServices for NRF are created yet. Readniess probing failed..."

Changes

This is an initial deployment (install/upgrade) of standalone Oracle SCP 22.x.y as Rel16 at the site.
