Exalytics: Cannot Access Linux VM Even When VM Server Shows as RUNNING Through Oracle VM Manager

Symptoms
Exalytics Linux VM shows as RUNNING through Oracle VM Manager (OVMM).
-Physical Exalytics Linux Server was gracefully shutdown.
-Restarted the Physical Exalytics Server.
-Accessed the Oracle VM Manager to start both the UAT and DEV VM Servers.
-UAT VM Server start is successful. In RUNNING Mode.
-DEV VM Server start seems to be successful, shows as RUNNING Mode now.
-Cannot SSH into the DEV VM.
-Cannot connect to either of the VMs through the Console in OVMM. Clicking the Launch Console icon flashes a pop-up window and closes. Or may receive this error:
The vnc viewer is not installed on the manager server and no local vnc viewer is found.
Please contact your administrator to install the default vnc viewer on the manager.

Restart of the server.
