[PCA 3.x] Error in RabbitMQ Service "No response received" (Doc ID 2879291.1)

This runbook entry is specifically for Rack Installation. It is narrowly covers a specific issue where a service (asr_client, hms, pcadnsmgr, pcaswitchmgr) was missing the Transport/Rabbitmq consumer.

Symptoms

There is a failure/timeout to deliver a message to a component via Transport service.

Example:

Error message:PCA_GENERAL_000012: Error in RabbitMQ service: No response received after 120 seconds to routing key hms.components.get
