How to populate the "slfDiscoveredCandidateList":[]  using NRF slfOptions feature

We tried to configure the /nrf-configuration/v1/slfOptions with the following data:

"featureStatus": "ENABLED",
  "slfConfigMode": "STATIC_SLF_CONFIG_MODE",
  "populateSlfCandidateList": true,


The configuration is take into account but the "slfDiscoveredCandidateList":[] is never populated, even after waiting for 5mins.
