SBC: Health score does not recover when Power Supply is re-seated (Doc ID 2892010.1)

Symptoms

There is an issue observed for hardware platforms 39xx and 49xx where the health score doesn't recover if the power supply is removed and then re-seated.

Details:
• On unplugging the cord to power supply (PS), it reduces the health score by 10, which is by design. Example: health score becomes 90
• On re-plugging, the health score should automatically restore to 100 (if the PS is good) but it doesn't
• On checking "show power", the status of both power supply looks good, even then the health score doesn't recover.
• If the PS is unplugged and replugged several times, then the health score goes on decrementing by 10 and eventually reaches 0, causing the SBC to go OOS.

Changes

Impact seen on 39xx and 49xx in 9.x software stream, and 39xx in 8.4 stream.
