SCP 22.2.1: Egress Rate Limit Feature Throwing 503's And Circuit Breaking Triggered (Doc ID 2894810.1)

Symptoms

With SCP22.2.1, it is observed that when enabling the Egress Rate Limiting feature, SCP responds with 503 Service Unavailable and breaks the circuit with producer.
When running traffic less than the configured rate limit, does not have an issue. But when running traffic greater than the configured rate limit, SCP sends 503 and breaks the circuit to the producer.
