tfactl diagcollect is failed by "python.exe - System Error" (Doc ID 2894978.1)

When executing tfactl diagcollect on Windows environment, a dialog box with below error is displayed and the execution of tfactl is failed.

Also, when the issue is occured, any log files of TFA are not generated.
