HSM: Not Creating Additional Archive Copy

Symptoms
Customer had a single copy 1 configured for a specific filesystem. Then they decided they wanted a second archive copy made and they added a 'copy 3' to the archiver.cmd
This was working initially but was overwhelming the archiver. We suggested reviewing Document 1018824.1 and use method 3 outlined in that doc, to throttle this work and gradually introduce an additional archive copy.
They added the following line with the "-after" directive, to their archiver.cmd file and chose a date that would present a lower percentage of the total files needing a copy 3.
They later found that some files did not get a copy 3 made.
Changes
Changed their archiver.cmd file to add a '-after' directive.
