[PCA 3.x] Pca-admin Rollback Fails with "Kubernetes cluster unreachable" (Doc ID 2904635.1)

Symptoms

Login Management Node as oracle-support, the CLI fails with an error that k8s prevent the request.

[root@pcamnXX]# pca-admin
(pca-admin) rollback service brs

Command: ['helm', 'list', '--output', 'json'] failed (1): stderr: Error: Kubernetes cluster unreachable: an error on the server ("") has prevented the request from succeeding
