EPAP: SSH Couldn't Agree A Client-to-server Cipher (Doc ID 2908924.1)

Symptoms


After upgraded to the EPAP 16.4.1,  user is getting the following error when connecting to the EPAP server using PuTTY.

    Fatal Error: "Couldn't agree a client-to-server cipher (available: aes256-ctr,aes192-ctr,aes128-ctr")
