NFS mount hangs / Zone hangs Upon shutdown, Solaris 11.4

Symptoms
An NFS mount may hang, and non-global zones may hang when shutdown (stuck in an EMPTY state).
Accompanying this hang condition, a kernel thread can be seen spinning with this stack:

int nfs:nfs4_sync_putapage()
int nfs:nfs4_putapage()
int genunix:pvn_vplist_dirty_range()
nfs:nfs4_putpages()
int nfs:nfs4_putpage+0xc0()
int genunix:fop_putpage()
void nfs:nfs4_flush_pages()
void nfs:nfs4_pgflush_thread()
unix:thread_start+4()
Or similar. There may be several threads waiting to flush pages present when this issue occurs.
