Oracle ISR Databases Cannot Connect Each Other (Doc ID 2916820.1)

Goal

After installed the Index servers and configured the circular replication on the databases as per the Oracle documentation. After that was done, got the following error in "SHOW SLAVE STATUS \G" outputs:

error connecting to master 'repl@xxx.xxx.xxx.xxx:3306' - retry-time: 60 retries: 1 (Primary Index server)
