[PCA 3.0.x] Live migration succeeds but job status failed (Doc ID 2927083.1)

Symptoms

Live migration of a Compute Instance succeeds but the job is marked as Failed.
Support Bundle shows the following message:
"message": "notify migration result: failed to live migrate VM(s): ocid1.instance.XXXXXXXXXX.x9pca1.mrt55xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx : Instance is in STOPPED state : stop not performed

Changes

Upgrade from PCA 3.0.1 to 3.0.2.
