[vSTP] Wrong Status Reporting For The Links On The TDM Linkset (Doc ID 2932689.1)

Link status is reported wrongly on the linkset. This wrong reporting is only for TDM links and not for IP links.

Example-

If we make all the TDM links of a linkset to Out of Service by blocking, some of the links will show available on the linkset status.

Due to this misinformation on linkset, the destination point codes will be available for routing MSUs.

This could result in traffic loss under a situation where destination Point code is reported available with actual status of destination being Unavailable and the vSTP tries to route the messages to this destination.
