Policy is not trigerred in RAR when AAR contains Flow-Status : ENABLED_DOWNLINK (Doc ID 2943525.1)

Goal

On : POLICY 12.2.1 version, Wireless (Production)

AAR/RAR transaction in VoLTE call

We found a strange PCRF's behavior in a VoLTE voice call.
In the RAR message that PCRF sends to the PGW we can't see the AVP Rating-Group=10 even though it is required by the policy:

VoLTE - AAR - Arm ACCESS_NETWORK_INFO_REPORT trigger
where the request is creating a new flow, modifying an existing flow
And where the specific action is one of ACCESS_NETWORK_INFO_REPORT

This causes a "Rule-Failure-Code: RATING_GROUP_ERROR (2)" in the RAA from the PGW and the call is dropped.
Here attached you can find the KO call with AAR/RAR transaction NOT including the Rating-Group=10 and, for comparison, an OK call with AAR/RAR transaction including the Rating-Group=10. --> look at the txt files
In addition we attach a pcap trace taken on PGW covering both the OK RAR/RAA transaction (look at pkg. #8 (req) and pkg. #7 (ans)) and the KO RAR/RAA transaction (look at pkg. #15 (req) and pkg. #16 (ans)).


Can you check and give us an explanation for this different behavior?
