Symptoms
Compute instance does not complete system initialisation after upgrading its Linux OS to 8.7 or later.
The last message on the console relates to the firewalld service
The instance was created from a "Standard" OL 8.5 image provided with PCA 3.x
Changes
Upgrade to OL8.7, reboot
