PCA [2.x) Cisco Management Switch IO FPGA EPLD Upgrade Not Completing (Doc ID 2963866.1)

Symptoms

As part of PCA X8-2 upgrade to PCA Software version 2.4.4.2, which contains Cisco Switch F/W version 9.3.8, when upgrading Cisco Management switch ovcasw21r1 "IO FPGA" EPLD, found the "IO FPGA" version did not change after "reload" (Cisco Switch reboot), still find the old / original IO FPGA version showing "0x8" instead of new version "0x10" ::

Changes

 Upgrading PCA X8-2 Cisco Switches Firmware to 9.3.8, the "IO FPGA" version did not change after the Cisco 9348 Management Switch completed "reload".
