[PCA 3.x] : ULN Mirror Repo Sync not working when using https (Doc ID 2966340.1)

Symptoms

Steps in "Using HTTPS to Reach the ULN Mirror Server" were followed as discussed in the Oracle Patching Guide:

Using https for the ULN mirror, the repo sync is failing with the following error:
