[PCA 3.x] : ULN Mirror Repo Sync not working when using https

Symptoms
Steps in "Using HTTPS to Reach the ULN Mirror Server" were followed as discussed in the Oracle Patching Guide:

Using https for the ULN mirror, the repo sync is failing with the following error:
