Card Is Isolated From The System Alarm After Upgrading To Release 47.0.0.0.0 (Doc ID 2973780.1)

Goal

System was upgraded to 47.0.0.0.0-79.13.0. from Release 46.8

Customer noticed the alarm "Card is isolated from the system" on different cards .
Alarms is triggered and it is recovered also after few minutes.

We have observed a few of the links going down with 0218 REPT-LKF: COO - rcvd changeover order

And the card will go into hung state. To recover, we have to reboot the card manually.
