[ PCA 3.x ] Cannot Access to Compute Instance due to Duplicated IPs in OVN (Doc ID 3002783.1)

Symptoms

A compute instance cannot be connected to, does not respond to pings.

It can be logged on via its console, but pings to its default gateway are unresponsive, and it cannot connect to external resources.

However, communications to other compute instances in the same VCN subnet work.

Other compute instances in the same or other VCN subnet(s) do not suffer the same issue.

Changes

The issue was observed after upgraded  PCA.

this contains significant amendments to network components that resolve other OVN-related (Open Virtual Network) issues.
