[PCA 3.0.x] MigrateVM Fails due to Compute Node is not in a healthy state OVNFAIL (Doc ID 3005983.1)

Symptoms

When upgrading CN, need to run migrateVM to migrate all running instances off the compute node, but the job failed with InternalServerError.

From support bundle below error is observed.
