CNPCRF 23.4 - CNPCRF Not Granting Data Indefinitely

Symptoms
Customer has a Data Limit Profile with the flag Allow Excess Usage enabled.
Documentation says that if the Excess Usage Limit fields are left empty, the grant should be indefinitely.
But we are seeing that once the quota reaches 100% the cnPCRF is sending back the Usage Monitoring Key disabled and no more quota is granted, even if you restart the session.
Please help us to check why is PCF not sending more quota?
Following document mentions that if all the Excess Usage Limit fields are left empty, the grant shall continue indefinitely.

7.4.6.1 Data Limit Profiles
Excess Usage Limit
• Percentage:
o Indicates the percentage of base volume/time up to which excess usage is allowed.
o Range: 100 - 1500
o Note: If all the Excess Usage Limit fields are left empty, the grant shall continue indefinitely.
• Duration:
o Indicates the length of time in seconds. This is inclusive of the base duration. That is, the value in this field indicates the total duration to be consumed including base + excess.
o Range: 3600 - 31536000 (1 Year)
o Note: If all the Excess Usage Limit fields are left empty, the grant continues indefinitely.
• Volume Total:
o Specifies the total data octets for both downlink and uplink. This is inclusive of the base total volume.
o Range: 512 - 1073741824000 (1000 GB)
o Note: If all the Excess Usage Limit fields are left empty, the grant continues indefinitely.
• Volume Uplink:
o Uplink data octets. This is inclusive of the base uplink volume.
o Range: 512 - 1073741824000 (1000 GB)
o Note: If all the Excess Usage Limit fields are left empty, the grant continues indefinitely.
• Volume Downlink:
o Downlink data octets. This is inclusive of the base downlink volume.
o Range: 512 - 1073741824000 (1000 GB)
o Note: If all the Excess Usage Limit fields are left empty, the grant continues indefinitely.
