[PCA 3.x] OL8.x Instance Secondary VNIC Might Have IP Address Dropped After Reboot

Symptoms
On PCA 3.x running a Oracle Linux 8 instance, when configuring a Secondary VNIC for the instance following PCA3 User Guide and run secondary_vnic_all_configure.sh script, the IP address might not getting assigned after rebooting the instance, and the following error could be found in system log:
