HSM: rearch Command With -o Parameter Staging In Files Incorrectly

Symptoms
The 'rearch' command is not working as expected.
The customer is using the following command:
This command above will set a rearchive flag (r) on all the copy 2s that are currently on VSN AXXXXX, recursively down from the path /fsname. At the same time they used the -o flag to bring those files that are offline, back online, which will need to be done before that copy 2 file data can be rearchived off of VSN AXXXXX and onto another VSN.
While it is correctly staging in and bringing files online that currently has copies off of VSN A00539, unfortunately it also is incorrectly staging in and bringing files online that are found on VSN BXXXXX and others.
