Symptoms

 After following the steps to Configure the "Overload Control Based on Percentage Discards" Feature in the Oracle® Communications Cloud Native Core, Network Repository Function User Guide (including following referenced sections in the NRF REST Specification Guide and NRF Installation, Upgrade, and Fault Recovery Guide), elevating traffic to surpass configured threshold levels does not result in the related Alerts [OcnrfOverloadThresholdBreachedL1/L2/L3/L4) firing and the throttle/error actions are not exercised.

Changes

 Feature is being newly configured for the first time.
