Goal

net-management-control is enabled in the ingress realm. the treatment of net-management-control is set to "apply-local-policy".

a phone is registered and security policy is applied. 

the phone makes an emergency call and the call's destination is in the list of destination-identifier of net-management-control. the customer expects the call to use a local-policy to route this call instead of routing it to the registrar.
