[PCA 3.0.x] ssh connection to switch fails with 'Too Many Authentication Failures' (Doc ID 3063461.1)

Symptoms

Trying to connect the Management Switch fails like this:

[root@pcamn0X ~]# ssh 100.96.2.1
Warning: Permanently added '100.96.2.1' (RSA) to the list of known hosts.
User Access Verification
Password:
Received disconnect from 100.96.2.1 port 22:2: Too many authentication failures
Authentication failed.

The same happens when trying to connect to the Spine and Leaf switches as well.
