Symptoms

 IFPEs fluctuating between Active and Spare in OAM role.
Additionally, there is consistent flapping of critical alarms related to the IPFE issue, such as 5012 - Signaling Interface Heartbeat Timeout, along with other associated alarms in major and minor states.
