vsp Service Failure After Upgrade to OCSM Version 5.2: Missing pip3 Dependency and psutil Uninstallation Failure (Doc ID 3067184.1)

Symptoms

After upgrading to V5.2, the vsp process fails to start, and the following error is observed in the service status:

pld-vsp.service - OCSM COM Front-End
Loaded: loaded (/usr/lib/systemd/system/pld-vsp.service; enabled; vendor preset: disabled)
Active: activating (auto-restart) (Result: protocol) since Tue 2024-01-23 17:23:15 CET; 7s ago
Process: 10763 ExecStart=/opt/oracle/ocsm/usr/bin/pld-vsp -cf /opt/oracle/ocsm/etc/iptego/vsp.conf -F /opt/oracle/ocsm/etc/iptego/vsp.d/ (code=exited, status=0/SUCCESS)
Main PID: 10763 (code=exited, status=0/SUCCESS)

The vsp service fails to start, and the error message indicates a problem with dependencies, particularly pip3.
