Overload-functionality in PCF 24.2: Feature not including CPU in metric and perf-info (Doc ID 3069163.1)

Goal

The aim would be to get Overload Functionality up for the system.


The customer may have configured the threshold for CPU for PCF sm service and all necessary configurations required for overload testing. However, they may not seeing any messages being discarded when the CPU threshold value is hit.
Additionally, the metric "service_resource_stress" would also not be showing any data for the type=cpu, or the option for this type won't be available at all. The options available would just be failure and pending count.
