[ PCA 3.x ] Inter-VCN Communication via DRG Requires VRF Rules in TOR Switch OR Implement Separate LPG (Doc ID 3069905.1)

Symptoms

After upgrading Private Cloud Appliance from PCA 3.0.2-M3.5 (Build 302-b892153) to PCA 3.0.2-M3.10 (Build 302-b1261765), compute instances (aka VMs - Virtual Machine) attached to VCNs (Virtual Cloud Network) in separate DRGs (Dynamic Routing Gateway) were no longer able to network-connect to each other. Connections using ssh would time out.

This was also true for instances in other tenancies - previously they were able to connect "cross-tenancy".

Upgraded PCA 3.0.2-M3.5 (Build 302-b892153) to PCA:3.0.2-M3.10 (Build 302-b1261765)
